Dr. Pryalal Karmakar, widely known as “Prio,” is a distinguished United States Marine Veteran, having served on Active Duty in the US Marine Corps from 1999 to 2004. His impactful contributions to the US Navy and Marine Corps Education and Training Systems have directly influenced service members and armed forces. Dr. Karmakar’s extensive career includes notable roles at Marine Corps Recruiting Command, Marine Corps System Command, Naval Audit Services, Dr. Karmakar plays a pivotal role in developing and implementing various defense clinical systems, engineering architectural systems, cybersecurity measures, financial studies systems, and budgetary action tracking systems as Chief Engineer at Defense Health Agency (DHA), Defense Healthcare Head Quarters (DHHQ), formerly known as TriCare Management Activity (TMA). His current position is a Program Manager for Plan and Policy with the Department of Defense, Assistant to the Secretary of Defense for PCLT.

His commitment extends beyond his professional career, as evidenced by his advisory role for the Arlington County Government Board in Virginia. Dr. Karmakar has also volunteered his expertise as Executive Director, Cultural Director, Vice President, and President at the Bangladesh Center for Community Development, Inc. (BCCDI) and currently serves as the Chief Executive Director for the non-profit organization Prio Bangla, Inc. In addition to his leadership roles in organizations such as FOBANA, FAMACASH, NRB Capitol, and P4 International LLC, Dr. Karmakar has been a key figure in coordinating the DC Ekushey Alliance (DCEA), a collective platform of 27 organizations celebrating International Mother Language Day (IMLD) in the Washington DC Area.

Under Dr. Karmakar’s guidance, Prio Bangla has organized multicultural street festivals, multicultural car parades, International Mother Language Day events, theatrical performances, musical and dance shows, arts and photography exhibitions, and published various publications in Northern Virginia. His strong leadership has also led to the implementation of several social service initiatives, including Free Medical Clinics, Immigration and Legal Advice Centers, Virginia Humanities Projects, Active Civic Engagement projects, Climate Awareness initiatives, and Housing for All projects.

Dr. Karmakar’s academic achievements include a doctoral degree in Management with a specialization in Information Technology, earned in December 2023 from the University of Phoenix. His dissertation, “The Significance of Group Support Systems: A Qualitative Case Study,” reflects his dedication to scholarly pursuits. He holds a Bachelor’s degree (2004) and a Master’s degree (2008) in Computer Science from The George Washington University and is certified as a Project Management Professional (PMP by PMI) and Oracle Certified Professional (OCP). Additionally, he completed an Amphibious Warfare Diploma from Marine Corps University, Quantico, VA, and is a member of the George Washington University Oracle Academic Initiative and Alpha Sigma Lambda National Honor Society.

Dr. Karmakar’s exceptional service has been recognized through numerous awards, including the National Defense Medal, Certificate of Appreciation from Navy College, FOBANA Leadership and Chairperson Award, Defense Meritorious Masts, Navy Unit Commendations, Appreciation and Recognition from the Arlington County Board, and multiple USA federal length of service awards for 5, 10, 15, and 20 years, along with various annual excellent performance service awards.
